Exoscale DBaaS is accessible from the web portal

After an API and CLI support first for Exoscale DBaaS, the web portal access has landed as well. From the Exoscale Portal you can now create, view and delete your data services in a few clicks.
In addition, with our latest CLI update (1.49.0) we now support the use of 'logs' and 'metrics' for DBaaS plans. This enables insights and debug information.
